2. Workers (in census 2011) are those who have worked for atleast one day during the reference year.

Explanation:
Now most people would think that our population growth rate has started declining recently and so statement 1 might be correct. However, the fact is the decadal growth rate saw a decline first in 1981 after independence. This is the 4th time we are witnessing a decline. Statement 2 looks ridiculous and on first reading it appears wrong. But it is correct. This is what the census uses as its definition – Workers are those who have worked for atleast one day during the reference year. So, a surprising statement and hence important for UPSC exams.
