Explanation:

a * b = 2a - 4b + 2ab

Hence,

2*3 = 2$(2)$ - 4$(3)$ + 2$\left(2 \times 3\right)$ = 4 - 12 + 12 = 4

3*2 = 2$(3)$ - 4$(2)$ + 2$\left(3 \times 2\right)$ = 6 - 8 + 12 = 10

∵ 2*3 + 3*2 = 4 + 10 = 14
